Sierra Leone recruits more than 2,000 more civil servants in 2022

The Human Resource Management Office (HRMO) during the annual budget hearing in the Ministry of Finance main conference room noted to have recruited more than 2,000 Civil Servants across cadres in all Ministries, Departments, and Agencies (MDAs) for the 2022 Fiscal Year (FY).

The Director of Planning and Budget at HRMO, Samuel Coker whilst presenting the budget on behalf of the Director General, Ansu Tucker pointed out that they have developed a competency Framework for the Civil Service. He also said that they have institutionalized the Individual Performance Appraisal System (IPAS) in the MDAs.

He highlighted that for FY 2021 they recruited 1,500 (one thousand, five hundred) Civil Servants across the MDAs in the country. He also said that they enhance organizational efficiency and effectiveness for the clarity of roles and structures across MDAs.

Coker went on to say that, HRMO has filled in critical vacancies in the MDAs, like the appointment of 656 (six hundred and fifty-six) staff in the Ministry of Health and Sanitation (MoHS) and upgraded 524 Officers. He added that they have dismissed 18 staff, interdicted 6, suspended 11, and issued 25 queries from 55 disciplinary cases.

He said that they have granted 497 study leave with pay which he said over half of the number is from Health service professionals. He said they retired 388 Officers who he said have received their exit benefits.

For FY 2023, out of the NLE 6,680,688 (six million, six hundred and eighty thousand, six hundred and eighty-eight New Leones) budget they submitted, they aim at achieving key deliverables like the validation and implementation of the Business Mapping Process of the HRMO. They also aim at implementing the Reviewed Civil Service Code, Rules, and Regulations.

Director Coker also said that they will develop and implement the Civil Service Recruitment Plan to fill in critical vacancies in accordance with the 2023 Manpower Report.

He mentioned the untimely and inadequate disbursement of funding to HRMO activities due to shifts in government fiscal disbursement policy and the challenge in centralizing the Civil Service Training vote.

The Human Resource Management Office was established to ensure adequate, competent, professional, and motivated staff for the Civil Service at all times within the context of existing National Development programmes.
