HRMO to review code

In an effort to effectively operate the day to day activities of the state, the Human Resource Management Office has expressed determination to review its Civil Service Code, regulations and rules.

The Director General of the Human Resource Management Office (HRMO) Ansu Samuel Tucker said the government is determined to create a civil service that would meet the needs and welfare of its workers with the aim of making the civil service efficient and effective in its service delivery.

During the district level consultative meetings with civil servants on the review of the code, rules and regulations in Kono, Tonkolili and Bombali districts, Tucker said that for government to be effective in the performance of its functions, it needs a civil service that has the requisite institutional needs, code, rules and regulations, trained personnel and better remuneration for the workers.

He added that reviewing the code is part of the ongoing reform to transform the country’s civil service to a modern institution with digitized record system. He further stated that government is working assiduously to introduce a system where civil servants will receive their last salaries together with their gratuities at the end of their service.

The Director mentioned the relevance of digitalizing information from recruitment to separation from service, stating that the old system of recording information in the civil service has been chaotic and at most times some civil servants ended up without receiving their gratuities.  He said the meeting with the civil servants was to get their opinion, which will be evaluated before producing a comprehensive civil service code, rules and regulations that will stand the test of time.

A member from the Public Service Commission, Doreen Faux said the challenges faced by the civil service currently are complex, but the changes which are expected to be introduced to the regulatory frame work and emerging issues in the management systems, processes and procedures will have a major impact on the way civil service operate.

The civil servants in the districts engaged raised concerns with regards delay in promotion, salary disparities, lack of training opportunities amongst others
