The Anti-Corruption Commission has indicted a former Head of Procurement at the Sierra Leone Maritime Administration, Sahr Kemokai.
Kemokai was indicted on nine counts of corruption offences; three Counts on Abuse of Office, three Counts on Abuse of Position, three Counts on Failure to Comply with Applicable Procedures and Guidelines relating to Procurement.
According to a statement from the ACC, the particulars of offence entail that between July and October 2015, the accused, in his capacity then as Head of Procurement at the SLMA, abused his office by improperly conferring an advantage on Ishmael Kamara, the Manager of Sheruk Enterprises; Alusine Kamara, Co-partner of Hogo Cajeh Investment, and David Beahboye of TTN Global Limited by awarded them contracts for the supply of office equipment, furniture and fittings, and 2 HF Base Radio, respectively, without advertising in an open bidding process.
The statement adds that within the same period, Kemokai knowingly abused his position as Head of Procurement at the SLMA by awarding a contract for the supply of office equipment, furniture and fittings, and 2 HF Base Radio to the three business people mentioned above and failing to issue out Quotation Forms to prospective bidders in contravention of relevant sections of the laws governing procurement.
Kemokai is expected to be arraigned before the High Court in Freetown on Friday 21st May 2020, for the first hearing of the case.
