During the Fiscal Year (FY) 2025 Budget hearing at the Ministry of Finance main conference room on the 19th of August 2024, the Registrar at the Civil Service Training College (CSTC), Mohamed Taylor explained how they plan to transform the institution into a Public Service Academy (PSA) by 2029.
The transformation is one of the college’s five-year strategic plans which also includes renovation and expansion of existing facilities to accommodate more trainees and provide a modern learning environment.
Presenting the budget, Taylor noted that they want to collaborate with local and international organizations to offer specialized training programmes and share resources. He also said that the college wants to expand outreach programmes to target underrepresented groups in rural areas or marginalized communities through partnerships or mobile training units.
He further said that they want to strengthen partnerships with relevant government agencies, academic institutions, professional associations, private sector entities, donor organizations, and multilateral institutions for effective coordination of training activities. He said that they will encourage knowledge exchange between affiliate institutions by sharing resources such as research findings or expertise in specific areas related to civil service development.
He added that they will develop clear guidelines on curriculum designs, trainers’ recruitment, admission process, and quality assurance mechanisms. They also want to conduct exams for civil, and public servants for promotions and intake into civil/public service.
Reading the Civil Service Training College (CSTC) deliverables for FY 2025, the College Registrar stated that they want to develop new curriculums in gender mainstreaming, asset management, occupational health and safety at work and review existing ones. He also said that they want to conduct a training impact assessment, increase competency training nationwide and set up a central training vote for competence across Ministries, Departments and Agencies.
He concluded the presentation by stating that “if human capital development and governance and accountability are key pillars of the Big 5 Changers of our dear President Julius Maada Bio, then training of civil/public servants to build a better Sierra Leone now, should be an auxiliary priority.”
The civil service training college aims to provide high-quality training and career development programmes that will enhance the delivery capacities of civil servants in realizing the aspirations of the government.
